APS - Certificate of the Academic Evaluation Center
The Academic Evaluation Center (APS) verifies the documents of applicants from China and Vietnam who wish to study in Germany. Here we have compiled the most imporant information on APS requirement, application and submission to TUM.

What is the certificate of the Academic Evaluation Center?
The Academic Evaluation Center (Akademische Prüfstelle, APS) is a service institution of the cultural departments of the German embassies in cooperation with the German Academic Exchange Service (DAAD). It examines the documents of applicants from China and Vietnam who wish to study in Germany. After successful examination, applicants receive a certificate. This certificate confirms that the documents submitted are genuine and that the academic achievements suffice to study at a German university.
Who needs a certificate from the Academic Evaluation Center?
All applicants from China and Vietnam, who wish to apply for a degree program at a German university. This applies to both bachelor's and master's degree programs, as well as to preparatory programs like the Studienkolleg. Only when applying for a doctoral program, an APS certificate is not required.
An APS certificate is not necessary for applications for master's programs if the master's entrance qualification was not acquired in China or Vietnam. The master's entrance qualification is a completed, undergraduate degree program (usually a bachelor's). However, an application without a certificate from the Academic Evaluation Office is only possible for master's program if the bachelor's has already been completed and the final degree documents are available. If the bachelor's program has not yet been completed, an APS certificate must be submitted.
There is an exception for the summer semester 2020: Students at German universities, who do not receive their final degree documents in time due to the current corona situation, can also submit a confirmation of graduation from the German university for enrollment.
Applicants with documents from Hong Kong, Macao and Taiwan do not need a certificate from the Academic Evaluation Center.
How do I get a certificate of the Academic Evaluation Center?
The certificate of the Academic Evaluation Centre is issued in China by the Cultural Department of the German Embassy in Beijing and Shanghai. The Academic Evaluation Center in Hanoi is responsible for applicants from Vietnam.
How to apply for the certificate of the Academic Evaluation Center:
- you register online on the APS website in Beijing, Shanghai or Hanoi.
- you transfer the processing fee. Information on the amount of the processing fee can be found on the pages of the Academic Evaluation Center responsible for you.
- you submit the printed registration confirmation together with a passport photo and the required documents to the APS by post or in person.
- the APS checks your documents. If you meet the admission requirements for a German university, you will be invited for an interview.
- after a successful interview you will receive 10 APS certificates by post.
How and by when do I need to submit the APS Certificate?
You always need to submit the original certificate of the Academic Evaluation Centre. Registration is not possible without this document.
- For applications for Bachelor and Master programs:
Submit an original hardcopy of your APS certificate together with the other paper documents to uni-assist e.V. after you have applied online for a preliminary documentation. Further information on the preliminary documentation by uni-assist e.V.
For enrollment at TUM, submit a second original APS certificate together with the application for enrollment and the other documents for enrollment as hardcopy directly to TUM. We recommend that you submit all documents for enrolment as soon as possible after receiving an offer of admission and accepting your study place in TUMonline. If the APS certificate is not yet available at that time, you can submit it up to 5 weeks after the start of lectures. Please note, however, that you will only be enrolled when all documents have been received in full.
For technical reasons, TUMonline lists an APS certificate as a required document for applicants from China and Vietnam, even if they did not complete their bachelor's degree in China or Vietnam. This requirement will be removed as soon as you submit the final documents of your Bachelor degree.

If you are applying for the Studienkolleg, please upload your APS Certificate during the online application before the application deadline for the Studienkolleg.
For enrollment at TUM, submit an original APS certificate in hardcopy together with the application for enrollment and the other documents for enrollment directly to TUM. We recommend that you submit all documents for enrollment as soon as possible after receiving an offer of admission and accepting your study place in TUMonline. You will only be enrolled when all documents have been received in full.
